S.Africa police fire rubber bullets at striking miners

RUSTENBURG, South Africa (Reuters) - South African police fired rubber bullets and teargas on Tuesday at striking Amplats miners who were protesting against a union-brokered deal to end a six-week wildcat walkout at the top platinum producer.

As they moved into a shanty town near the mines, police also deployed water cannons and stun grenades against groups of protesters armed with wooden sticks and stones. Women and children fled as they fanned out through the maze of tin huts.

One protester was dragged away bleeding heavily and unable to walk, and was treated by paramedics, a Reuters witness said.

The strikers at Anglo American Platinum (Amplats) mines near Rustenburg, 120 km (70 miles) northwest of Johannesburg, had been due to return to work following a company offer to reinstate 12,000 men sacked for downing tools six weeks ago.

"We are not giving up, we will soldier on," said striker John Tonsi, who had been shot in the leg by a rubber bullet. "We will fight for our cause until management comes to its senses."

Months of labour unrest in the mines have hit platinum and gold output, threatened growth in Africa's biggest economy and drawn criticism of President Jacob Zuma for his handling of the most damaging strikes since the end of apartheid in 1994.

Amplats said at the weekend it had reached a deal with several unions and would be offering sweeteners, such as a one-off hardship payment of 2,000 rand, to end a strike that has crippled production.

A return to work on Tuesday was one of the conditions attached to the deal.

However, at Amplats' Thembelani mine, hundreds of miners barricaded a road with burning tyres, and police said an electricity sub-station at another mine was set alight.

Amplats said it was still working out attendance numbers at its four strike-hit Rustenburg mines. For the past few weeks, fewer than 20 percent of staff have been turning up.

PAYMENT SWEETENERS

The strikes have shone a harsh spotlight on South Africa's persistent income inequality and the promise by Nelson Mandela's African National Congress (ANC) to build "a better life for all" following the end of white-minority rule.

The strikes have also been a major test for Zuma, who faces an ANC leadership election in December.

Even though his handling of the unrest has caused internal party concern, he remains favourite to win re-election, teeing him up for another five years as national president from 2014.

Management threats of mass dismissals, along with pay sweeteners, have ended most of the strikes in the last two weeks, but workers at Thembelani said they were determined to hold out.

Their main demand is for Amplats to match a salary increase of up to 22 percent offered by rival Lonmin after a violent wildcat walkout at its nearby Marikana platinum mine in August.

The Lonmin offer came in the wake of the police killing of 34 miners on August 16, the bloodiest security incident since apartheid. Lonmin said on Tuesday it wanted to raise $800 million via a rights issue to help it recover from the strikes .

MacDonald Motsaathebe, who has been with Amplats for 12 years, said workers did not agree to the deal struck at the weekend between Amplats and unions including the National Union of Mineworkers.

"We didn't agree to the offer. We want 16,000 rand. Lonmin miners got it, and we want it," said the 35-year-old, whose salary supports nine people. "We earn peanuts."

Strikers at gold firms including AngloGold Ashanti and Gold Fields returned to work last week after threats of mass dismissals and an offer of a small pay increase.

Best of Our Blogs

I attended an art therapy workshop demo. The facilitator was trying out a few ideas with me, a friend and a counselor-in-training. The agenda included an art project with crayons and questions concerning our most prominent emotion. I have to say the activity surprised me. Yes my drawing skills have a lot to be desired. But what was surprising was the insight I got.

The feeling I chose was frustration. My little black and blue sketch consisted of a circle with a smiling face and few mountains covered in patterns. Unlike the others in the group, I had no preconceived idea of what frustration looked like. It?s only after studying my perplexing picture that I realized I had drawn the purpose of frustration.?Within the confusing scrawls of my drawing, there was a consistent pattern. I saw that the purpose of frustration was to remove the obstacles that impede our path. In doing so, in letting go of how we think things should be instead of what is we?re more able to find the patterns in our own life. There is a purpose to the frustration you?re feeling, but it takes courage to see it.

I?m not the only one feeling frustrated this week. You?ll read how one blogger?s fed up with insurance companies? disregard and discrimination against mental health coverage. Feeling frustrated yourself? debilitating fear, honest communication, and 4 ways to change your ...

One of the main reasons we often fail to do the things we know we want to do is because we?re afraid of what other people will think. ?How will my friends react if I quit drinking?? ?What will my parents do if I leave my job and start my own business?? ?How will my blog audience respond if I write a memoir?? ?What will my boyfriend do if I start trying to lose weight?? etc. etc.

Making the decision to change your life is terrifying enough on its own, and once you add the pressure of wondering how other people will react and how your relationships might change it can be debilitating enough to make you quit before you even start.

Now, it?s no secret that in the past 18 months I?ve made a dizzying amount of huge life changes. I gave up alcohol (followed by caffeine, sugar, and animal products) and I went from being a recovering couch potato to an obsessive distance runner. These changes have dramatically altered my priorities, and my day-to-day life is so different than it was a year and a half ago that it often seems like I?m a different person. The good thing is that, physically and emotionally, I feel amazing. I know for sure that I?m making the best possible choices for me personally, but that doesn?t mean my relationships haven?t suffered and changed as a result. Sometimes, the thing that?s best for you isn?t necessarily the best for preserving the status quo with everyone else, but at some point you have to decide to put your own needs first. You have to make yourself a priority. Does that mean giving everyone else a giant middle finger and forging full-speed ahead down your new path all alone? Not necessarily. Not if you?re conscious of a few key lessons that I unfortunately had to learn the hard way.

    1. Don?t project your fears onto other people
One of my biggest downfalls is that I always try to solve everything in my head. Before I have a difficult conversation with someone else, I?ve already had the whole conversation in my head a thousand times, to the point where I?m positive I know exactly what that other person will say and exactly what will happen next. The problem with this approach, however, is that I?m usually wrong. And that?s the thing: When you?re considering making a change, you?re filled with all kinds of fears and insecurities, and it?s easy to project those fears onto other people. You?re afraid that if you quit drinking, your friends won?t think you?re fun anymore, so you start to treat them as if that?s the case without ever giving them a chance to be the kickass, kind, and supportive people they truly are.

    2. Initiate an honest conversation in a non-threatening setting
The only way to make sure your relationships can weather the storm of your big personal changes is to communicate, openly and honestly, with the people in your life. So often, because this type of communication makes us vulnerable, we avoid it. I certainly did that. Instead of taking the time to sit down with my friends to explain why I was quitting drinking, how I was feeling about it, and asking how they felt, I just up and did it. ?This isn?t anyone else?s business!? I thought. ?Fuck what people think!? I just went ahead and changed everything all at once, and I know for sure that there are people in my life who felt like I ditched them in the wake of my big fiery life changes ? because I did. The key to avoiding this is simple: schedule a time to talk to the people you love about what you?re doing, and make sure that conversation happens in a non-threatening setting. That means not declaring that you?re quitting sugar while all of your girlfriends are digging into dessert. So often, the negative reactions people have to your changes have nothing at all to do with you and everything to do with how your changes make them feel about their own lives, and having the conversation in a neutral setting will make all the difference in how your news is received. It?s much easier to hear that your best friend is going to quit drinking while you two are taking an afternoon walk through the park than while you?re on your third cocktail and she?s quietly sipping club soda.

    3. Be honest about your needs and limits
In a perfect world, everyone in our lives would be incredibly supportive. Our parents and siblings and friends and co-workers would all be positive and anxious to help us reach our goals. And, luckily, that?s often exactly what happens. If you give people the chance to support you, you?ll be surprised at how frequently they come through. Sometimes, though, despite your best effort to share your goals and upcoming life changes in a clear, honest, and non-threatening way, people might not react the way you want them to. Again, 99 times out of 100 this type of reaction is about their issues, not yours, but it?s still tough to handle and it helps to be internally clear about your needs and limits. What do you need from your loved ones in order to feel supported while you make this change? And, more importantly, what are your limits? Said another way: At what point is someone else?s negativity and unsupportive behavior enough to warrant cutting them out of your life? Because really, if a friend can?t support you in your pursuit to be your best possible self, is she really your friend? Or is she just friends with your bad habits?

    4. Find new people who share your goals
The best thing about making a change and doing things differently is that it opens you up to a whole new world. Now that I?m a runner, I find myself identifying so much with other runners and I constantly seek out new friendships with people who understand what it?s like when your toenail turns purple. Over the past year and a half I?ve been lucky enough to meet some seriously outstanding people through running (HI, LIZ, I ADORE YOU!) and these people are my safe harbor when I?m freaking out about things that my non-runner friends can?t relate to. Does this mean that I?m not as close with my other friends? Of course not. In fact, I think it actually means that we?re closer because I now have a wider range of people in my life to support me in each of my different goals. There?s no substitute for having someone who shares your passion, no matter what that passion is, and building a support system around running and clean eating has made me so much stronger and more committed to my goals.

And, at the end of everything, I think that?s the key: you have to find your tribe. No man is an island, as they say, and it?s impossible to go through life all alone. No matter what your goals are, I guarantee you that there are countless people out there who share your feelings and fears, and the sooner you find those people, the happier you?ll be. You have every right to make the changes you want to make, because you deserve to be happy and healthy and fulfilled. And, with that, it?s okay that change comes with growing pains and that you?ll often need to work to build new relationships with old friends and create soon-to-be old friends out of new people along the way.

Op-Ed: ?Our Schools Have Ignored the Flight of Great Teachers?

Recently, many of the nation?s leading education experts gathered with classroom teachers to discuss the state of education in America at the annual Education Nation summit in New York. The conversation raised some valuable insights about the future of our schools and in particular, how to ensure we have great teachers in every classroom.

As a 33-year veteran teacher, I still feel as passionate as ever about my profession. However, I have serious concerns about our nation?s ability to keep talented educators in the classroom after three years, let alone three decades.

During my career, I?ve seen many great teachers leave the classroom while still in their prime. Most hadn?t grown tired of teaching. Instead, they left because they didn?t get the recognition they deserve from their schools or from the district. They left because they didn?t see opportunities to advance their careers.

They left because they were being neglected.

More: Op-Ed: ?What We Are Asking of Beginning Teachers Is Not Sustainable?

A study from TNTP, a national nonprofit that focuses on teacher quality, puts a spotlight on this urgent problem. Called ?The Irreplaceables,? the study finds that the nation?s 50 largest school districts are losing approximately 10,000 great teachers every year that they could have kept. This leads to disastrous consequences for students and schools.

According to the study, when one ?Irreplaceable? leaves a low-achieving school, it can take 11 hires to find just one teacher of comparable quality. Meanwhile, many principals let their best teachers walk out the door without trying to keep them. Two-thirds of the top teachers TNTP surveyed said nobody at their school even asked them to come back for another year.

The study also shows that outdated policies make it harder for schools to hold on to great teachers. In particular, most districts don?t offer leadership roles to the most successful teachers.

Sadly, some policies actually cause our schools to lose irreplaceable teachers without considering their talents. Over the past several years, as budget cuts have forced layoffs in school districts across the country, seniority rules have dictated that the newest teachers be the first to lose their jobs, regardless of their performance. As a result, our public schools, and particularly those in disadvantaged neighborhoods, have lost some great educators who will never return to the classroom. We need to replace blind policies like these so that new and veteran teachers know that their performance matters.

When our public school system fails to consider the needs of our students and the performance of our teachers, we risk squandering our most precious resources?the limitless potential of our students and the irreplaceable talents of effective teachers.

But with a new year comes new opportunities to change the direction of our schools and focus on what?s best for our students.

First, we need to come together and negotiate meaningful, multi-measured evaluation systems for teachers in each and every district, one that gives teachers the feedback and support they need to succeed in the classroom.

Nothing is more frustrating to teachers than inheriting students who spent the previous year languishing in the classroom of an ineffective colleague.

Better evaluation would allow us to recognize and learn from our most talented teachers, support those who struggle and want to improve, and provide a mechanism for counseling out teachers who aren?t a good fit for this challenging and important craft. Nothing is more frustrating to teachers than inheriting students who spent the previous year languishing in the classroom of an ineffective colleague. And nothing destroys school culture faster than the feeling that some of your colleagues aren?t advancing a mission of academic excellence for kids.

In addition, we should collaborate on expanding opportunities for teachers to take on more leadership roles in their schools. TNTP found that creating opportunities for career advancement is one of the most promising ways to get the best teachers to stay.

I know career opportunity matters because it?s what has kept me in the classroom for so long. When the Los Angeles Unified School District began piloting teacher-designed schools that had more autonomy, I jumped at the chance to create my own school. I worked with a team of teachers to create the blueprint for New Open World Academy, a public school nestled inside the historic Robert F. Kennedy Complex in Los Angeles. It was a fantastic experience that rejuvenated and reinforced my commitment to public education.

However, my situation is unfortunately an exception to the norm for many of our nations teachers. Our schools have ignored the flight of great teachers and instead upheld outdated policies that do not help us raise achievement levels for children or keep irreplaceable talent in the classroom. It?s time for the leaders convening at Education Nation and in school districts across the country to take the common sense steps that will keep more of the best teachers where they belong: in the classroom.

Britain lowers Northern Irish republican security threat

LONDON (Reuters) - The chances of an attack on Britain from Northern Ireland-based republican militants has fallen, the government said on Wednesday, following steady progress towards peace after decades of conflict.

Dissident republican activists have scaled back attacks on England in the years since a 1998 peace deal, which largely brought to an end three decades of sectarian violence that killed 3,600 people in British-controlled Northern Ireland.

The threat level from Northern Irish militants has been lowered to moderate, the second lowest of five levels, from substantial. "This means that a terrorist attack is possible, but not likely," interior minister Theresa May said.

International monitors say the Irish Republican Army has all but given up its weapons and its political wing Sinn Fein has joined a power-sharing government. But splinter groups have continued sporadic attacks in Northern Ireland.

Across the 1970s and 1990s, dissidents bombed civilian, military and political targets in England - including a failed attempt to kill former prime minister Margaret Thatcher - as part of a campaign for independence from London's rule.

The last spate of violence by Irish republicans in England took place in the years immediately following the peace talks, when the Real IRA group - who opposed the deal - claimed responsibility for several attacks in 2000 and 2001.

By contrast, militants have remained active in Northern Ireland, targeting soldiers and police in recent years. London believes the chances of an attack in Northern Ireland by groups based there remains "highly likely".

Britain's focus on combating attacks on home soil has shifted over the last decade to dealing with threats from Islamist militants. Fears of an attack during the London Olympics this year proved unfounded.

In 2005, suicide bombings on London's transport system killed 52 people and British police continue to arrest individuals suspected of plotting attacks.

"Despite the change which has been made today, there remains a real and serious threat against the United Kingdom from terrorism," May said. The threat level from international militants remains at substantial.

Mitt Romney Asks Colorado to Put GOP Ticket Over the Top

    Pablo Martinez Monsivais/AP Photo

ABC News? Shushannah Walshe and Emily Friedman report:

MORRISON, Colo.?In front of one of the biggest crowds of his campaign, Mitt Romney, joined by Paul Ryan, appeared at the outdoor Red Rocks Amphitheater and told a crowd of 12,000 that Colorado voters will put the GOP ticket over the top?on Nov. 6th.

?We?re on the home stretch now and I think the people of Colorado are going to get us all the way there. What do you think?,? Romney said, to roars from the crowd Tuesday. ?What you?re seeing across this country as we?ve had these debates and as Paul and I have gone across the nation, you?re seeing this movement growing.?

The GOP ticket appeared at the outdoor rally outside of Denver, where their signature ?R? logo reflected in the light on the enormous vertical rocks that surround the stunning venue. The crowd of thousands was packed into the stands, forming the emblem that is emblazoned on the Colorado state flag. ?Audience members were outfitted with noise makers, which they clapped at every pause, as well as chanting ?Romney, Ryan!?

Romney spoke to the supportive crowd?noting signs that read ?Democrats for Romney?? and urged the audience to talk to neighbors who may not be Republicans.

?I came in and some of the folks here were holding signs, ?Democrats for Romney,? all right? I love that. I love that,? Romney said to cheers.

?Paul and I have a few things in common. One is, we both learned how to reach across the aisle in our elected office, to find ways to work with Democrats, Republicans and Independents to get the job done. And we need you to reach across the neighborhood to Democrats and Independents as well, make sure they understand that this is a year to vote for real change if you want to have real recovery.?

Romney again reiterated, ?I need you to get those folks to vote for us!?

Ryan also urged the crowd to stump for them asking to cheers, ?Hey Colorado, are you ready to help us win this thing??

Polls are deadlocked in the state with both tickets within the margin of error. Ryan has spent three days campaigning in the state and ?Romney noted early voting here, which started Monday, asking people to cast their ballots early in order to help out?on Nov. 6th.

?There?s early voting now,? Romney said. ?You can take your ballots and send them in if you?ve got them. If you?ve got your absentee ballots be sure to send them in. If you haven?t got one get into the center and get sure that you get voted early. We want to get that done. We want to bank all those votes so on Election Day you can go out and get people to the polls that otherwise wouldn?t get there. Would you do that for me??

He thanked the audience, saying they are??helping change the course of a nation and setting the course on a path that will lead to greatness and prosperity again and again, that is the grassroots of America. That?s the people of America. That?s who we are tonight.?

Romney spokesman Kevin Madden told reporters earlier Tuesday that the campaign is feeling optimistic about its chances in Colorado.

?I think they?re all very close,? Madden said of the swing states. ?But we feel very, we feel very good about our prospects in Colorado.?

Before Romney and Ryan took the stage, the crowd listened to entertainers and Romney supporters Kid Rock and country star Rodney Atkins, as well as New Mexico Gov. Susana Martinez.

Jobs, bayonets, and the "apology tour" may make your family a presidential debate arena of its own ? but how to talk politics with your kids is important to their development.? While we may want our kids to share our values, we can help them understand why we hold these values and that even people who disagree are not evil.

Jobs, bayonets, and the "apology tour" may divide adults over the presidential elections, but it's a teachable moment for our kids. Here, Sari Lewien poses with an image of President Obama at the CarolinaFest, a street festival for Convention delegates and their families, ahead of the Democratic National Convention in Charlotte, N.C., last month.

It?s hard to protect our children from the barrage of political ads. In some homes the interest of the parent is so great that the ads and the political talk shows fill the air. On the other hand, this situation can be an important teachable moment for our children. While we might like our children to share our values, it is wise to also help them understand why we hold these values and that even?people who disagree with us are not necessarily evil.

Depending upon the age of the child we can start with the idea that people have different ideas about how to create a good community or solve problems. Even little ones can understand that people choose others to make decisions about what is good for our community. They can understand that by our vote we try to choose people we think will make good decisions. It?s important, in child terms, to communicate why we are choosing a certain candidate.?

Children already tend to see things in black and white, so a little effort at moderation may help them be aware of some of the shades of meaning in the political arena. We can help them see that people sometimes get angry and agitated, so much so that they don?t think about reasons, but that reasons for our choices are really important.

Since one of our children may choose another path or marry into a family with different political inclinations, it is good that they know how to respect the viewpoints of others and, when appropriate, to express their own viewpoints in a thoughtful and reasoned way.

Many of us have taken part in family events where our main challenge was biting our tongues. I believe this is one of those born-in temperamental qualities ? the ability to listen to what we consider utter nonsense and not call the speaker out. Even those not so predisposed can learn to hold their tongue when a pointless argument would ruin a family event. And if that can?t be achieved then our goal might be the ability to state a point and back it up with reasons ? reasons other than, "Your idea is utter nonsense."

It is equally important to help our children understand that many worthwhile goals can be accomplished outside the political arena. If our values lead us to care for those who are poor or disadvantaged, we can show our children by our actions that we as individuals can make a difference. We can donate or work at a food bank. We can gather books or clothing for children in need. We can visit senior centers with flowers, goodies and the time to listen.

Years ago there was a song from the musical "Hair" that was a good reminder. The line was, "Do you only care about the bleeding crowd? How about a needing friend?" Groups and movements do have power, but so do individuals in the many small steps that improve the lives of others near them.

Most of us have a needing friend, and if our children see us care for that friend, they might learn as much as they could from any political conversation.?

Some student veterans fighting to stay on GI Bill

    courtesy of Hayleigh Perez

Hayleigh Perez, a former Army sergeant who served in Iraq, argues that the University of North Carolina system has over-billed by her $4,600 that should have been covered, she contends, by the GI Bill. She is holding her daughter Caleigh.

By Bill Briggs, NBC News contributor

Some 250,000 student veterans are being forced to pay $10,000 for tuition each academic year because many colleges are misclassifying the residency status of those veterans ??often for the schools? own financial gain ??according to a student veterans organization.

The issue centers on a fundamental change to the GI Bill, enacted last year by Congress, which stripped tuition benefits for veterans who attend public schools and who are categorized as out-of-state students. In-state student veterans enrolled at public institutions remain eligible for full tuition coverage under federal law.?

But the financial fallout of the residency crunch is impacting student veterans in about 38 states, including Florida, North Carolina and California, reports the Student Veterans Advocacy Group?(SVAG). Many of those same student veterans are lifelong residents of the states in which they?re now enrolled ? even owning homes in those states???but their schools stamped them as out-of-state residents after they were temporarily transferred to other military bases, or deployed overseas.

?Many veterans are having to quit school because they can?t afford that $5,000 per semester they have to now pay out of pocket,? said Jason Thigpen, founder and president of SVAG, which is based in North Carolina. Thigpen, a student at the University of North Carolina Wilmington, is not personally affected by the classification problems. As a U.S. Army sergeant, he earned a Purple Heart medal for combat wounds he sustained in Iraq in 2009.

?This is the first time in the history of the GI Bill that we can?t get the education that we were promised,? Thigpen said. ?It?s a debt that?s owed to these services members. Our veterans are just asking what was promised to them ? no more, no less.?

Dozens of student veterans, who recently used SVAG to successfully appeal and overturn their out-of-state residency classifications at their colleges, used utility bills and mortgage papers to prove that they are???and have been???living in their home states, Thigpen said.

Despite a similar pile of residency proof, however, student veteran Hayleigh Perez, 26, has failed during several hearings to convince the University of North Carolina that she was fully eligible for GI Bill tuition benefits when she attended UNC Pembroke last spring.

Perez, who was stationed at Fort Bragg, N.C., in 2006, legally maintained her residence in Fayetteville, N.C., during a subsequent 15-month deployment to Iraq, she said. When she returned to North Carolina, she got married in that state. In 2008, Perez and her husband bought a home in Hoke County, N.C. and she registered as a voter. In 2009, the U.S. military relocated Perez and her husband to Texas, but the couple continued to pay property taxes on their North Carolina home, she said.

Perez received an honorable discharge from the Army in 2009. Last spring, after her husband was transferred back to North Carolina, Perez enrolled at UNC Pembroke. She was stunned, however, when the school billed her $4,600 for a semester of tuition because she?d been deemed an out-of-state resident ? and, thus, ineligible for the GI Bill.

?It is disgraceful,? Perez said. ?I was forced to borrow the money for my tuition from family members.?

She filed a grievance with UNC Pembroke, offering as evidence of her residency the property records, her marriage license and her North Carolina voter ID. The school denied her appeal, she said. She ultimately took her case to UNC leaders in Chapel Hill ? and met with UNC officials yet again last Tuesday with Thigpen at her side. Once more, she said, her claim was denied.

NBC News asked UNC to address Perez?s assertion that she should be classified by the school system as an in-state resident. Laura B. Fjeld, a UNC vice president and general counsel, e-mailed a response:??We are not at liberty to offer any details in connection with the case of Ms. Perez because of the privacy protections afforded her under FERPA (the U.S. Family Educational Rights and Privacy Act).?

Meanwhile, in North Carolina, there are about 5,000 additional student veterans like Perez who are wrongly classified by their colleges as out-of-state residents ? and many of those take classes within the UNC system, Thigpen contends. He has personally represented 32 of those students during their hearings to overturn their residency classifications, winning each case, he said.?

    courtesy of Hayleigh Perez

Student veteran Hayleigh Perez now attends Methodist University in Fayetteville, N.C. Since spring, she's battled the University of North Carolina to reimburse her for $4,600 in tuition she argues she never should have paid under the GI Bill.

On that point, Fjeld responded: ?We believe that the (North Carolina) State Residency Manual which governs classification of residency for tuition purposes,?is consistent with state and federal law.?

?This isn?t just North Carolina, though,? Perez said. ?This has become an issue nationally. People are serving multiple deployments, and to face these kinds of hardships when they get home is crazy.?

Perez knows well the scope of the issue. She posted an online petition?at change.org, asking the ?UNC Board of Governors? to ?Stop Discriminating Against Student Veterans.? Within the petition, she also revealed her situation, point by point. As of Monday evening, more than 143,000 supporters had signed the petition???including people who said they are student veterans experiencing the same residency problems???and tuition bills???in Virginia, Florida and other states.

Why are some colleges such sticklers on the residency disputes filed by student veterans, forcing many to pay out-of-state tuition fees even though they reside in the same state?

If a public college agrees with a student?s assertion that he or she is an in-state resident and, consequently, allowed to attend school tuition-free on the GI bill, the federal government then directly sends the school that tuition payment???in North Carolina, that?s $5,000, on average, per academic year at public institutions, Thigpen said.

If the school holds fast to its ruling that a student veteran should be classified as an out-of-state enrollee, the student must pay the school out of pocket for tuition???in North Carolina, that?s $16,000, on average, per academic year at public colleges, Thigpen said.

?When you multiply that $11,000 difference over just say 5,000 to 10,000 student veterans who are affected by this,? Thigpen said, ?you?re talking about over $100 million a year.?

    Razer DeathStalker Ultimate

Premium bells and whistles are expensive under any circumstances, but when it comes to gaming equipment, those extras are sometimes pricey enough to cost an arm and a leg even when paired with middling core features. Case in point: the Razer DeathStalker Ultimate . Headlining with the same Switchblade touch-screen interface seen on the Razer Blade (2012) , the DeathStalker Ultimate is considerably more expensive than most premium gaming keyboards (at $249.99), in spite of its crummy keys.

    Design
While many of the high-end gaming keyboards we review feature mechanical switches, the DeathStalker Ultimate uses chiclet keys with scissor switches?the same style used on the Razer Blade laptop. While this provides slightly more tactile response than plain membrane switches, the typing experience is a bit mushy, with very shallow key travel.

The chiclet style keys are backlit, but even though the default backlight color is Razer's trademark green, the backlight can be adjusted to nearly any color in the rainbow, unlike the single color backlight of the Roccat Isku Illuminated Gaming Keyboard . The only problem with the backlight is that it doesn't show up well under regular lighting conditions, and when the backlight is turned off, the transparent lettering blends into the black of the keys enough to make it hard to read. Speaking of hard to read, the DeathStalker's keys are etched with the same stylized block font used on the Razer BlackWidow Ultimate 2013 Elite .

With a built-in wrist-rest, similar to that seen on the Roccat Isku, the DeathStalker Ultimate is fairly wide. Though the keyboard measures 1.25 by 20.5 by 8.5 inches (HWD), the DeathStalker Ultimate has no traditional 10-key number pad. Instead, where the number pad would normally be found, you will find Razer's Switchblade interface.

    Switchblade UI
There are also several apps included with the Switchblade UI. In addition to basic touchpad functionality, the Switchblade touchscreen doubles as a 10-key number pad, switching between the two with the press of a button. Using other apps, the Switchblade serves as a portal to mobile versions of YouTube, Facebook, Twitter, and a Web browser, all displayed through its own small screen. Other apps include a clock and stopwatch, a screenshot button, and buttons to record macros and activate gaming mode.

Testing the YouTube App (with Deadpool Vs. Gangnam Style, naturally) I found that the little 4.3-inch display is perfect for YouTube videos, so long as you don't need to watch what's on screen while typing or doing anything else. The display is pretty far removed from monitor, so you'll be glancing down at your keyboard every time you want to watch it. For gamers, the real utility will be the fact that a player can pull up a walkthrough video to watch as they play on their monitor. It also seems to be perfect for TED Talks and the like, which seem to be best played in the background, with the occasional glance at a visual-aid.

Gmail, Facebook, and Twitter apps facilitate online communication, even while in game. During other tasks, it's still helpful to have a separate display for your Gmail inbox or for following Twitter feeds. And the Browser app is excellent for pulling up information without interrupting whatever task or game you have up. That said, it's far from perfect. The text is small enough to be difficult to read, and interacting with these apps can be a bit frustrating, with small text links and the so-so accuracy of the touchscreen combining to make navigation difficult. It's also problematic when trying to follow a link, as the link opens on the small display. It could easily be improved by simply sizing up the default text, and providing the option of opening links on your monitor.

Gamer-centric tools, like the Macro Recorder and Gaming Mode buttons, are a bit more useful than basic hotkeys. The Macro Recorder pops up controls to start and stop recording keystrokes, while the display lists all of the keystrokes made and lets you edit as needed. Gaming Mode lets you toggle gaming mode on and off, as well as popping up a menu of options to determine which keys and keystroke combinations to disable and which to keep active.

    Features
In addition to the Switchblade interface, the DeathStalker Ultimate also uses Razer's cloud-based customization and syncing tool, Razer Synapse 2.0. Downloaded for free from Razer's website, Synapse lets you create profiles for any of your Razer devices, including recorded macros, remapped key functions, and settings for backlight color. These settings can then be saved and used on another computer simply by signing into your Synapse account. Packaged in with Synapse is the software package for the Switchblade interface, making it easy to set up the DeathStalker on another system.

    Performance
The DeathStalker is made for gaming, so naturally we tested it in its native environment, with a few healthy rounds of Call of Duty: Modern Warfare 3 and Team Fortress 2. The chiclet keyboard may not offer the same response and comfort of a mechanical keyboard, like the Razer BlackWidow Ultimate (2013) Elite or the Editors' Choice Corsair Vengeance K90 , but it served just fine in the heat of battle. And the Switchblade interface adds a new element to gameplay, with game data and macro recording available on the fly, and without interfering with your game. While there are some rough spots to work out with the Switchblade, and the keyboard would benefit from a shift to mechanical switches, the DeathStalker Ultimate is still a solid performer.

The final question mark for the Razer DeathStalker Ultimate is price. At $249.99, the DeathStalker is twice as expensive as the Editors' Choice Corsair Vengeance K90, and as expensive as a standalone gaming console like the Sony Playstation 3. We've seen one other gaming keyboard with its own display, the Mad Catz S.T.R.I.K.E. 7 Gaming Keyboard , and it is actually more expensive, suggesting that this is simply the cost of entry for gamers who want this sort of secondary display.

For gamers who want to experiment with Razer's Switchblade interface without having to pony up the money for a Razer Blade laptop, the DeathStalker Ultimate is the way to go. For those who want a more traditional keyboard, but still want premium gaming features, our Editors' Choice Corsair Vengeance K90 is still the best option out there.

Project Pink: An unexpected education for breast cancer survivor

October is Breast Cancer Awareness Month. We asked readers to recount how breast cancer has touched their lives. Here is one of those stories ...

I wasn?t supposed to get breast cancer. In fact, I was so sure I wouldn?t get it, I didn?t even bother having a regular mammogram. I never paid attention to any information on the subject because it didn?t pertain to me.

You see, I had the misconception that breast cancer was only inherited from the maternal side of the family; so I was home free (so I thought), because no one on my maternal side had ever had it. As my education progressed after diagnosis of HER2 positive, Stage III breast cancer, I found that only 15 percent is hereditary and the kind I had is not hereditary. However, there is a relationship between the genes in a person?s DNA and breast cancer in general. I made it my mission to tell as many people as I can.

Everyone?s journey is a very personal one and I am no different. I decided early on this cancer curse was not going to get the best of me or my family. I have always been a very strong, determined person; so I laid out my plan and stuck to it throughout the course. I listened to my capable team at Cancer Specialists of North Florida, and followed the protocol religiously. I found strength in faith and prayed to God frequently ? even reciting ?The Lord?s Prayer? during PET scans and before surgeries. My loving husband, John, was always by my side and he was the rock who kept me feeling safe in his love and devotion.

I did not tell my daughters, Desiree and Suzanne, for four months after my diagnosis. Under normal circumstances I would have, because telling the truth to loved ones is the best policy, but Desiree was two months from giving birth to her first child and my first grandchild, Gabriel. I decided I didn?t want her to be agonizing over me during the happiest time in her life. I wanted the luxury of pure happiness over his birth and then my last Christmas ?without cancer.? It was a little tricky hiding my bald head with a wig (I pretended I purchased on a lark) and trying to appear ?perky? even though I was undergoing chemotherapy, but it felt good to be ?normal? just a little while longer. When I did tell them, we all held one another and cried. I am so fortunate that I have wonderfully supportive and loving daughters.

It?s been two years since my diagnosis and I am a survivor today. I?ve learned a lot about appreciation and deep gratitude for all my blessings I once took for granted. I am optimistic that my future will remain cancer- free. I will take each step, one at a time, and savor every minute life has to offer.

Soyuz craft readied for space station mission

(AP) ? A Russian-made Soyuz rocket was erected into place Sunday, ahead of the start of a mission to take a three-man crew to the International Space Station.

For the first time since 1984, the manned launch will take place from Baikonur cosmodrome launch pad 31, while the pad that is normally used, from which Yury Gagarin began his landmark space mission, is undergoing modernization.

The Soyuz craft remains the only means for international astronauts to reach the space station since the decommissioning of the U.S. Shuttle fleet in 2011.

NASA's Kevin Ford and Russian astronauts Oleg Novitsky and Yevgeny Tarelkin will blast off Tuesday from the Russian-leased facility in southern Kazakhstan and will spend around six months on the orbiting laboratory.

They will join U.S. astronaut Sunita Williams, Russia's Yuri Malenchenko and Aki Hoshide of Japan's JAXA agency.

In accordance with custom, the entrance to the hangar storing the Soyuz craft slid open in the pre-dawn darkness as Russian and U.S. space officials looked on and took photographs.

By the end of the Soyuz's slow, half-hour trip from storage to the launch site resting on its side on a flatbed railway car, the sun had risen to reveal a cloudless sky.

Over the following hour, the craft was raised into its upright launch position, setting it off starkly against a backdrop of rolling, tinder-dry steppe.

Russia's Roscosmos space agency spokesman Alexei Kuznetsov said launch pad 31 had recently been renovated and already been used for an unmanned mission over the summer.

"Now we need to do similar things at Site No. 1. As soon as that is finished, it will be in a condition to resume launches," he said.

Site No. 1, better known as Gagarin's Start in recognition of the historic 1961 mission, was last overhauled in 1983.

The need for a back-up launch site became particularly acute with the decommissioning of the U.S. shuttle fleet, when Gagarin's Start became the only operating pad available for manned launches to the space station.

The Soyuz's trip will last around two days and end when it docks with the Poisk module in the Russian segment of the ISS.

Ford, Novitsky and Tarelkin are scheduled to remain in orbit until March, covering a busy time at the space station that will include the first ever arrival of "Cygnus," a commercial cargo vehicle from the Orbital Sciences Corp., of Dulles, Virginia, scheduled for December.

Another two commercial SpaceX Dragon craft are also expected over the same period, as are an additional four Russian Progress resupply vehicles.

Of the three men blasting off Tuesday, only Ford has spent any time in orbit. He spent two weeks in space as pilot of the space shuttle Discovery in 2009 on a mission to transport scientific equipment to the ISS.

"They'll be really prepared. Their training has been excellent," said William Gerstenmaier, NASA's associate administrator for space operations, speaking at launch pad 31.

"They have got time to learn on station, so if there are some little rough spots as they get started, they'll be able to accomplish their tasks," he said.

NASA's Tom Marshburn, Canadian astronaut Chris Hadfield and Russian cosmonaut Roman Romanenko will join the station in December, taking the place of Williams, Malenchenko and Hoshide, who are due to return to earth next month.

In August, a Russian booster rocket failed to place two communications satellites into target orbits, stranding the Russian Express MD-2 and Indonesia's Telkom-3 satellites in a low orbit where they could not be recovered.

A Russian robotic probe designed to study a moon of Mars got stranded in Earth's orbit after its launch in November and eventually came crashing down in January.

Gerstenmaier said the Russian space agency treated crewed programs differently from other launches.

"The hardware that's chosen for this rocket is better quality hardware than they would use for a satellite or for a different launch because of the criticality of what they're doing," he said.
